Adjustment to China Customs Advanced Manifest (CCAM) Regulation


General Administration of Customs China (GACC) has released Order No.56 (2017) to advise the adjustment made on the Advanced Manifest rule for both import and export goods into or out from China.

The ruling will take effect from 1 June 2018 and includes the following implementation:-

  • 1) CCAM enforcement of 24 hours transmission timing rule; all E-manifests must be submitted to China Customs 24 hours prior to cargo loading onto vessels that sail to/from China mainland ports.
  • 2) The manifest data must be complete and accurately reflects all goods under the Bill of Lading.
  • 3) Full details of the Shipper and Consignee (or Notify Party if Consignee is "To Order") must be provided via the Shipping Instruction (SI), including the newly required company or enterprise codes, of all parties.

    USCC code rules as published:

    • a) For those Business Entity registered in China, please indicate: "USCI + Unified Social Credit Code number" or "OC + Organization Register number";
    • b) For those Business Entity outside China, please indicate: "identifier + relevant register code or number"

      Example of enterprise codes: :
      Singapore - UEN (Unique Entity Number) China - USCI (Unified Social Credit Identifier), OC (Organization Code) USA - CIK (Central Index Key), EIN (Employer Identification Number)
    • Please take special note that in USCC code, the symbol"+" should always be updated in the field.

To avoid any delays with customs clearance due to inaccurate or incomplete information, please ensure compliance to the above.
